This package contains encoders and decoders for converting between different
data representations. It's the external counterpart of the
library, and contains less-central APIs and APIs that need more flexible
PercentEncoderno longer encodes digits. This follows the specified behavior.
Note: No new APIs have been added in 2.0.0. Packages that would use 2.0.0 as
a lower bound should use 1.0.0 instead—for example,
convert: ">=1.0.0 <3.0.0".
